Runs the sync-upstreams command.

Parameters:

Parameter	Type	Description
cliArguments	readonly string[]	The arguments after the command name.
dependencies	SyncDependencies	The outside world. The real one when omitted.

Returns: Promise<number> — The exit code: 1 when the arguments or upstreams.json are wrong or any entry failed, 0 otherwise.
