Says whether the project configures jest.

Import:

import { hasJestConfig } from '@mnaoumov/typescript-dev-toolkit/test-runners/jest';

Signature:

function hasJestConfig(): Promise<boolean>

Returns: Promise<boolean> — Whether a jest configuration file, or a jest key in package.json, exists at the project root.
