The localized sentence explaining what the host plugin cannot do without the suggested plugin. The host plugin owns this string: only it knows which of its features are affected.

Pass a DocumentFragment to mark up part of the sentence, such as a plugin name rendered as code. Each render appends a fresh clone of it, because the notice and the banner each need their own copy and appending a fragment empties it.
